They are supposed to let shop lifters shoplift without confronting them because the city has lost a couple of lawsuits brought by families of shoplifters seriously injured or killed doing their dirty deeds because they’re cheap.
Many stores have closed, and the buildings sit empty on East Central because shoplifting is so rampant. That includes a Walmart Supercenter and all the drug stores like Walgreens and CVS. The Spirit Halloween was in a building in an abandoned shopping center rented for the season.
